Machinery in the Frozen Sprawl is powered by cryogenic generators which melt the ice to power the hyrdo-electric motors, which then in turn power the mechanisms that heat up and melt more ice, and so on. The combustion and steam from the melted ice also contributes to additional energy going into the generator, offering an albeit small but still existent surplus of energy which can then be used to power devices.
In this way, the same force which has wrought such death is also the very thing that powers humanity's livelihood.
But this dependence on cryo-generators has created special interest groups who have chosen to capitalize on this newfound frozen tundra.
A cold reminder that the coping mechanisms we build in the face of hardships can often cause us to lose sight of who we once were before our hearts hardened against the world.
